BREAKING: INEC declares Ahmed Tinubu winner of the 2023 Presidential Elections

The Independent National Electoral Commission (INEC) has declared Bola Tinubu as the winner of the 2023 presidential election.

INEC chairman Yakubu Mahmood declared Tinubu the election winner and president-elect Wednesday morning at the International Conference Centre, Abuja.

The Independent National Electoral Commission (INEC) has declared Asiwaju Ahmed Tinubu of the All Progressives Congress (APC) as the winner of 2023 presidential election.

Tinubu defeated 17 other candidates who took part in the election. He scored a total of 8,794,726 votes, the highest of all the candidates, thus meeting the first constitutional requirement to be declared the winner.

He also scored over 25 per cent of the votes cast in 30 states, more than the 25 states constitutionally required.

INEC Chairman Mahmood Yakubu, who announced the final results in the early hours of Wednesday in Abuja, said Atiku Abubakar of the PDP came second in the election.

Atiku polled a total of 6,984,520 votes in the election.

Peter Obi of the Labour Party came third in the election with a total of 6,101,533 votes while Rabiu Kwankwaso of the NNPP came fourth with 1,496,687 votes.

Only the top four candidates won the presidential election in at least one state. Each of Tinubu, Atiku and Obi won in 12 states while Mr Kwankwaso won only in Kano.

States Won

Tinubu won the election in Rivers, Borno, Jigawa, Zamfara, Benue, Kogi, Kwara, Niger, Osun, Ekiti, Ondo, Oyo and Ogun states.

Atiku won in Katsina, Kebbi, Sokoto, Kaduna, Gombe, Yobe, Bauchi, Adamawa and Taraba states. He also won in Osun, Akwa Ibom and Bayelsa states.

Obi won in Edo, Cross River, Delta, Lagos, FCT, Plateau, Imo, Ebonyi, Nasarawa, Anambra, Abia and Enugu states.

Kwankwaso won in only Kano State.

TINUBU LEADS AS COLLATION ENDED, MAY BE DECLARED PRESIDENT-ELECT

The presidential candidate of the All Progressives Congress, Asiwaju Bola Tinubu, is expected to be declared the winner of the 2023 presidential election after polling 8,805,420 votes in the February 25th election.

A tally of the votes announced by electoral officials from the 36 states and the Federal Capital Territory at the national collation centre in Abuja showed that Tinubu defeated his closest challenger, Atiku Abubakar of the Peoples Democratic Party, by no fewer than 1.8 million votes.

Atiku, polled 6,984,290 votes to place second, while the Labour Party candidate, Peter Obi, came third with 6,093,962 votes. The trio won in 12 states each.

In the South-West, although Tinubu lost Lagos State, considered his strongest fort, to the LP candidate and Osun State to his PDP counterpart, the 70-year-old won in Oyo State with 449,884 votes; Ondo 369,924; Ekiti 201,494 and Ogun 341,554.

Earlier, Doguwa had in a press briefing with journalists denied any culpability and said he learnt that the police were looking for him but he had not received any formal invitation.

He also denied allegations that he shot at several individuals in the fracas that broke out, saying he does not own a gun neither does he know how to fire one.

“I never held a gun. I don’t even know how to hold a gun. I also never held any weapon throughout the election,” he said.


He, however, said the crisis started when NNPP supporters came with the mindset of burning the INEC office and were repelled by supporters of APC.

Doguwa was elected for his 5th term on Saturday.

"I Say No to Cancellation of Results✋🏾This election is far from being perfect, just like many before it, but there's no election in the recent history of this country that has thrown up so much upset like this one.

If the least expected small parties had upstaged the big ones in their homestead, I don't see the logic in insinuating malpractice where the big ones are leveraging advantage.  

I, therefore, say no to cancellation of the results. INEC should run the full course and let the process of redress take over afterwards.   We will survive this like every other.

Proposing cancellation is defeatist, and I disagree with the proponents. You can celebrate your big wins in some places but challenging those of others in their supposed stronghold. Does it mean you approached the election with a degree of entitlement or mindset? That is double standards. Let everyone lick their wounds, at least, for now!

Former President  Olusegun Obasanjo has raised the alarm that danger is lurking around the country over the alleged compromise of the ongoing election process.

Obasanjo appealed to the President, Major General Muhammadu Buhari (retd), to prevail on the Chairman of the Independent National Electoral Commission, Mahmood Yakubu, to stop the process and rectify the allegations raised against it from many quarters.

The presidential and National Assembly elections were held on Saturday and the collation of results was being done at the National Collation Centre in Abuja.

The Peoples Democratic Party and Labour Party have kicked against the process, describing it as compromised.

A former senator from Kogi West, Dino Melaye, and other party representatives walked out of the centre after raising issues bordering on irregularities in the process of the election.

Obasanjo in a personally signed letter titled, “An appeal for caution and rectification,” released on Monday, said some politicians had compromised some electoral officials to make the Bimodal Voter Accreditation System machines not to work.

He said, “I am constrained to speak at this point. I crave the indulgence of the President of the Federal Republic of Nigeria, His Excellency General Muhammadu Buhari, to make this statement because I have had opportunity to keep him aware of what I know is happening and the danger looming ahead.

“On many occasions in the past, I have not hesitated to point out lacuna in the action of the President and his government. But as far as the election issues are concerned, the President has proved beyond reasonable doubt that he will want to leave a legacy of free, fair, transparent and credible elections.

“Until last Saturday night, February 25, 2023, the good and noble plan and preparation for the elections seemed to be going well. For the Independent National Electoral Commission, a lot of money was spent to introduce Bimodal Voter Accreditation System (BVAS), and the server for immediate transmission of results from polling units. It is no secret that INEC officials, at operational levels, have been allegedly compromised to make what should have worked not to work and to revert to manual transmission of results which is manipulated and the results doctored.

“The Chairman of INEC may claim ignorance but he cannot fold his hands and do nothing when he knows that election process has been corrupted and most of the results that are brought outside BVAS and server are not a true reflection of the will of Nigerians who have made their individual choice. At this stage, we do not need wittingly or unwittingly to set this country on fire with the greed, irresponsibility and unpatriotic act of those who allegedly gave money to INEC officials for perversion and those who collected the blood money.

“Let me appeal to the Chairman of INEC, if his hands are clean, to save Nigeria from the looming danger and disaster which is just waiting to happen. If the Chairman can postpone elections four days to the election, he can do everything to rectify the errors of the last two days – no BVAS, no result to be acceptable; and no uploading through Server, no result to be acceptable.

“Whereas, BVAS and Servers have been manipulated or rendered inactive, such results must be declared void and inadmissible for election declaration. Chairman INEC, I have thought that you would use this wonderful opportunity to mend your reputation and character for posterity.

“Your Excellency, President Buhari Muhammadu, tension is building up and please let all elections that do not pass the credibility and transparency test be cancelled and be brought back with areas where elections were disrupted for next Saturday, March 4, 2023, and BVAS and Server officials be changed. To know which stations or polling units were manipulated, let a committee of INEC staff and representatives of the four major political parties with the Chairman of Nigerian Bar Association look into what must be done to have hitch-free elections next Saturday.

“Mr. President, may your plan and hope for leaving a legacy of free, fair, transparent and credible election be realised. Mr. President, please don’t let anybody say to you that it does not matter or it is the problem of INEC. On no account should you be seen as part of the collusion or compromise. When the die is cast, it will be your problem as the Chief Executive of the nation. The Chairman of INEC may sneak out of the country or go back to his Ivory Tower. Your Excellency, thank you for hearing me out.

“Compatriot Nigerians, please exercise patience until the wrong is righted. I strongly believe that nobody will toy with the future and fortune of Nigeria at this juncture.”

All Progressives Congress Presidential Candidate, Asiwaju Bola Ahmed Tinubu, has appealed to the people of Lagos State to be calm and eschew any act that can lead to breakdown of law and order.

Tinubu said the outcome of the election in Lagos where Labour Party won the presidential election should not be a source of provocation saying that the beauty of democracy is that people have a right to vote for the candidate of their choice.

The APC candidate further said that as a democrat he is bound to accept the outcome of any election whether favourable or not. 

In a statement released Monday by the Presidential Campaign Council signed by Director of Media and Publicity, Mr. Bayo Onanuga, Tinubu expressed serious concern over reports of violence in parts of the state especially reported attacks on some traders of Igbo origin.

The former Lagos State Governor condemned any form of violence against people of any ethnic group in Lagos.

"The fact that the APC narrowly lost Lagos State to another party should not be the reason for violence. As a democrat, you win some, you lose some. We must allow the process to continue unhindered across the country while we maintain peace and decorum," the statement said.

The Independent National Electoral Commission (INEC) has declared Mr Thaddeus Attah of the Labour Party (LP) as the winner of the Eti-Osa Federal Constituency seat in the House of Representatives.

Prof Funmilayo Odukoya, who is the INEC Returning Officer, made the declaration on Sunday at the Collation Centre, Lagos State Model Nursery and Primary School, Marwa, Lekki 1.

Attah won with 24,075 votes, beating his counterparts, Mr Olubankole Wellington (Banky W) of the Peoples Democratic Party (PDP), who had 18,666 votes, and Mr Babjide Obanikoro of the APC, who had 16, 901 votes.

“That Thaddeus Attah of LP, having satisfied the requirement of the law is hereby declared winner and is returned elected; signed by me. Thank you so much, “ Odukoya said

She said that other candidates received the following votes: Mr Oladehin Olufemi, African Democratic Congress, 1,422 votes; Mr Azeez Kabirat of New Nigeria Peoples Party, 414 votes, and Mr Olasunkanmi Ololade, Social Democratic Party, 207 votes.

Earlier, there was pandemonium between the party agents and INEC officers over the authenticity of the result, even before it was declared by the presiding officer.

The agents including APC and PDP refused to accept the announcement of results unless their complaints were addressed.

Speaking to the News Agency of Nigeria (NAN), the PDP agent, Mr Aderemi Adeshina, claimed that some voters were disenfranchised in some polling units in the LGA.

Adeshina, also claimed that results recorded in some units after the elections were not transmitted through the BVAS machine.

“We will not accept the result until another election takes place in all the wards where we were disenfranchised, “ he said.

NAN reports that security agents including the police and army were on the ground to ensure and maintain safety and peace.

Atiku Abubakar, the presidential candidate of the Peoples Democratic Party (PDP), is currently leading in Osun State after winning 18 out of the 23 local governments announced so far.

With less than seven local governments to go, the candidate of the All Progressives Congress (APC), Asiwaju Bola Tinubu, has won five LGs including Ife East where the national Secretary of the party, Senator Iyiola Omisore comes from.

Similarly, the immediate past governor of the state, Mr Gboyega Oyetola delivered Boripe, his LG to the party’s presidential candidate.

As of the time of filing in this report, the results of 23 local Governments out of 30 had been announced officially by the resident electoral commission while collation is expected to continue later today.

The All Progressives Congress presidential candidate, Bola Tinubu, won Saturday’s presidential election in the Baru 003, Baba Tone, Sarki Yara “A” Ward of the President, Major General Muhammadu Buhari (retd).

Tinubu through his party, APC, polled 215 votes to beat other major contestants, namely Atiku Abubakar of the Peoples Democratic Party who polled 51 votes, and Rabiu Kwankaso of the New Nigeria Peoples Party who polled 37 votes.

An INEC returning officer at the ward (name protected) announced the results as well as that of the National Assembly at 5.45 p.m.

The press crew of the African Independent Television (AIT) on election monitoring in Kwara State, Femi Akobi (Reporter) and his cameraman, Kunle have been involved in an auto crash.

The incident occurred at the Eleyin community along Omu-Aran – Ilorin road while the crew were on election monitoring.

Our correspondent, who responded to a distress call from the victims, gathered that the black jeep in which they were travelling tumbled twice after running into a pothole.

The vehicle skidded off the road and was stopped by the big tree.

No life was lost in the accident as the two occupants of the vehicle worked out alive.

The global group, made up of prominent Okpe Sons and Daughters across Nigeria and in the diaspora in a statement on Thursday, signed by Igho Akeregha, President and Austin Azu, Public Relations Officer appealed to all Deltans for their understanding and support to vote for Rt. Hon. Oborevwori on during the governorship election in March.

The OPF noted that the People's Democratic Party candidate possess the necessary capacity and experience to lead Delta state into a prosperous state having gone down in history as Speaker of the Delta State House of Assembly for a two term of eight years and ensured stability in the affairs of the Assembly.

As Speaker of the State House of Assembly, the Okpe group further noted that Rt. Hon. Oborevwori demonstrated uncommon managerial skills by promoting peace and cohesion thereby eliminating the usual rancour previously associated with the lawmakers.

The group reminded Deltans that the PDP candidate is an Okpe who are well known for their peaceful coexistence with other ethnic groups in the state and have supported candidates from every part of the state to be governor. 

"While we do not hold that it is a matter of right for the Okpe to be supported as governor, we appeal to our fellow Deltans to give the Okpe a chance on Saturday in the interest of fairness, equity and justice".

The OPF said Rt. Hon. Oborevwori is a man who has spent all his life in the state and understands the peculiar needs of Deltans and therefore, will deliver quality governance across the three Senatorial districts.

The group enjoined all Deltans to join the winning team on March 11, 2023 by casting their votes for the tested and trusted Rt. Hon. Oborevwori to be the elected Governor.

Datti Baba-Ahmed, the vice-presidential candidate of the Labour Party (LP), has lost his polling unit to Atiku Abubakar of the Peoples Democratic Party (PDP).


In polling unit 021 situated at Tudun Wada ward, in Zaria LGA of Kaduna state, the total number of accredited voters was 272.

PDP secured 102 votes to win the polling unit, followed by the All Progressives Congress (APC) with 98 votes.

The Presidential Candidate of the Labour Party, Peter Obi, won in one of the Polling Units inside Nigeria’s seat of power, Aso Rock Villa.

Obi scored 17 votes at PU 131, opposite the Pilot Gate  to defeat Bola Tinubu, Candidate of the All Progressives Congress, APC, who scored eight votes, and Atiku Abubakar, Candidate of the Peoples Democratic Party, PDP, who scored three votes.

Obi’s Party, LP, also won in the National Assembly Elections.

At the Polling Unit of Femi Gbajabiamila, Speaker of the House of Representatives, it was, also victory for Obi. He scored 89 votes to Tinubu’s 59 votes and Atiku’s five votes.

The Independent National Electoral Commission (INEC) has announced the extension period of voting for the Presidential and National Assembly elections to Sunday, 26th February 2023.

According to INEC, this was necessitated due to the level violence experienced and 'tactical disenfranchisement' (late arrival of election materials) in some areas.

The affected areas/states where the election process would continue are:
1. Lagos: Surulere, Ikate, Okota, Eti-Osa, Kosofe and Oshodi.
2. FCT.
3. Ebonyi. 
4. Rivers.
5. Imo
6. Anambra. 
7. Kano.
8. Edo.
9. Delta.
10. Kogi.
11. Bayelsa.
12. Enugu.
13. Sokoto.
14. Taraba.
15. Abia. and,
16. Ekiti.

Voting in the affected areas will resume by 8am till 12pm on the 26th February 2023.

It was gathered that some masked thugs arrived the area around 11.30 am on Saturday.

Sources said the armed thugs, later went round the area, minutes after some security personnel on election duty left their duty post.

According to Tajudeen Haruna, minutes later, the thugs opened fire to scare voters away .


“It was later that the thugs collected ballot boxes and some materials and set them on fire” he said.

Similarly, some thugs stormed Itire area, around 12 pm scaring away voters from the different polling units in the area

There is also palpable tension in most parts of Ago, Isolo and Ire-Akri following the inability of some voters to locate their polling units.

Gunmen yesterday killed a police officer rendering security for Saturday’s presidential and National Assembly elections in Orlu, Imo State.

The identity of the officer was not disclosed, but the corpse has been deposited in a nearby mortuary.

The state resident electoral commissioner Prof. Sylvia Uchenna Agu, confirmed the incident after inspecting the vicinity.

The Imo REC has revealed that the withdrawal of more than 100 trained youth corps members for the elections in that area was a great challenge as she is looking forward to replacing them with students before the commencement of the election.


Orlu in Imo State has been a volatile area in the last one year as gunmen are insisting that there would be no elections in the Southeast.

When contacted the police public relations officer, Henry Okafor, stressed that the command will leave no stone unturned, so as to arrest the suspects.

Inspector General of Police (IGP), Usman Baba, has ordered a restriction of all forms of vehicular movements on roads, waterways, and other forms of transportation, from 12 midnight tomorrow to 6 pm on Saturday across the country.

The IGP said only those on essential services such as Independent National Electoral Commission (INEC) officials, electoral observers, ambulances responding to medical emergencies, firefighters, journalists are allowed to move on election day.

Baba, who gave the order in Abuja, said it is part of measures put in place to ensure a safe, secure, and conducive environment for the conduct of elections. 


He said it is aimed at ensuring public order management, the safety of electorate, as well as assisting the security agencies in effective policing and preventing hoodlums and criminally-minded elements from disrupting the electoral process.

The IGP, in a statement yesterday by the force Public Relations Officer, Olumiyiwa Adejobi, warned all security aides and escorts to desist from accompanying their principals and politicians to polling booths and collation centres on election day as anyone found flouting the directive will be severely sanctioned.

He warned that only security personnel specifically assigned to election duties are to be seen within and around the designated  election booths and centres. 

Also, the ban on the unauthorised use of sirens, revolving lights, covered number plates, and tinted glasses is still in force, and violators would be sanctioned appropriately. All state-established and owned security outfits/organisations, quasi-security units, and privately-owned guard and security outfits are also barred from participating in election security management.


While empathising with well-meaning citizens on the inconveniences, the restriction may cause the IGP urged all active electorate to be law-abiding and turn out en masse to exercise their franchise.

He, however, warned that the force will deal decisively with any individual(s) or group(s) that might want to test “our common resolve and might to ensure a peaceful election.” 

The IGP, therefore, enjoined all citizens to shun votes-buying, votes-selling, hate speech, misinformation, and disinformation, snatching of ballot boxes, and other criminal act(s) as the force and other security agencies will leave no stone unturned in ensuring all violators of extant laws, most especially the Electoral Act 2022 (as amended), are brought to book. 


The Nigeria Police Force, therefore, urged the public to contact the Nigeria Police Force and the Joint Election Monitoring and Operations Room domiciled at the Force Headquarters, Abuja, via the ‘NPF Rescue Me App’ available on Android and ios, or via the NPF Rescue Me Emergency Toll-free line on 08031230631 to report suspicious persons, activities or request security response.

Similarly, other joint operations/election situation room numbers will be released by all state police commands respectively, for emergency contact.

A father of three, Bello Ali Baffa has narrated how his 32-year-old pregnant wife, Shema’u Sani Labaran, who was in labour, bled to death due to rejection of old naira note tendered to settle her medical bill at a Kano State government-owned hospital, Muhammadu Abdullahi Wase specialist hospital.

Baffa, a 42-year-old man, said his pregnant wife was about to be delivered of their fourth baby when he took her to the hospital but unfortunately medical personnel on duty didn’t attend to her.

He said he had the old naira notes on him but they rejected them just like they did to many other patients and that no POS was available for transaction, except transfer.

The policy described by some as hasty was designed by the Central Bank of Nigeria (CBN) to limit cash hoarding and vote-buying ahead of the general elections but has since given rise to naira scarcity and violent protests across the country.
According to a statement by the President’s Senior Special Assistant on Media and Publicity, Garba Shehu, Buhari made the plea on Sunday in a video recording to shore up support for the presidential candidate of the All Progressives Congress (APC), Bola Tinubu.

The Association of Senior Staff of Banks, Insurance and Financial Institutions (ASSBIFI) has directed all bank workers to stay away from work following attacks until normalcy is restored.
The directive is coming as more bank branches come under attack by hoodlums across the country owing to the current naira scarcity.

In a media briefing in Lagos, the association had on Thursday warned that it might be forced to direct its members to stay away from work if the attacks on banks and their staff were not immediately halted by the government and concerned security authorities.

In a follow-up statement signed by Olusoji Oluwole, ASSBIFI’s national President and dates February 17, the association said it’s National Secretariat has been inundated with reports of threats and attacks on lives and properties of members and bank branches.

The letter with reference ANS/IIR/JA/OP/5018 and addressed to all Unit President and Secretaries was titled, “Stay at home order.”

It reads, “The National Secretariat has been inundated with reports of threats and attacks on lives and properties of members and bank branches, and subsequently has been on the field to monitor and confirm the reports.

“We issued warnings and appeals to Government to provide security measure for the safety of lives and properties of our members within and around the bank premises, but regrettably the attacks have continued without any form of security for the safety of our

“Members, and the recent being the attack today. Friday 17 February 2023 on one bank branch at Epe. Lagos State.

“We cannot leave the lives and properties of our members exposed to obvious danger.

“Consequently, All members should today immediately stay away from work in any state where bank branches are attacked.This is to continue every day until normalcy is restored.

Two days after the Allied Peoples Movement (APM) collapsed its structure in support of the Peoples Democratic Party (PDP) and its presidential candidate for the 2023 election, Alhaji Atiku Abubakar, four more political parties have followed suit.

POLITICS NIGERIA reports that this development was made officially known on Saturday at the final presidential rally of the PDP at the Ribadu Square in Jimeta-Yola, Adamawa State.

The parties are Action Peoples Party (APP), Action Alliance (AA), National Rescue Movement (NRM), and the African Democratic Congress (ADC).

Speaking on behalf of the other national chairmen of the political parties, the National Chairman of APM, Yusuf Mamman Dantalle said the parties arrived at the decision to adopt the PDP presidential flag-bearer because he is the most competent among all the 18 contestants.

He, however, said the parties will participate in the governorship, national and state assembly elections.

Some of the PDP chieftains who attended the Adamawa rally are governors Udom Emmanuel (Akwa Ibom), Aminu Tambuwal (Sokoto), Ahmadu Fintiri (Adamawa), Godwin Obaseki (Edo) and Bala Mohammed (Bauchi).

Others are former federal lawmaker, Dino Melaye and Iyorchia Ayu, the National Chairman of the PDP.

Asiwaju Bola Ahmed Tinubu, the All Progressives Congress (APC) presidential candidate, has been criticized by Minister of Communication and Culture Lai Mohammed over his method of conducting his campaign rally ahead of the election on February 25.

Throughout his campaigning across more than twenty states so far, Tinubu has avoided outlining his goals to win over people instead engages in throwing shades at opposition parties as well as dancing.

When questioned if President Muhammadu Buhari‘s scorecard and Tinubu’s project in Lagos, while he was governor, are two different things, Lai Mohammed told TVC that they are inseparable because Tinubu is part of the current administration unlike if he is an independent candidate or if he is coming in from another party.

According to him, Tinubu is meant to use Buhari’s scorecard to campaign however, the difference is the case.

He added that if Tinubu cannot say what APC has done in the past eight years, it would be difficult for anyone to vote for him.

He said, “Tinubu is the major beneficiary of the achievements of the Buhari administration.


“They are inseparable (Buhari’s scorecard and Tinubu’s presidential bid). It is one thing if Asiwaju Bola Tinubu was contesting on an independent platform, which is not available,” he said.

“It is a different thing if he is coming in from another party, say Labour, then he can base his campaign on what he is going to do. But if your party has spent eight years in power and you cannot tell me what they have done, why should I vote for you?”

In the context of palpable existential threat to Nigeria as a corporate entity, those who love Nigeria and want it to survive as one country must be emphatic on the remedy: election of Peter Obi (who happens to be from the South-East geopolitical zone) as President of Nigeria to succeed President Buhari.

But it is not so much about giving way to the South-East as giving way to a credible South-Easterner...the same thing I said repeatedly since past seven years plus, except that I had, between PDP and APC, wanted the South-Easterner to emerge on APC platform.

The death nail to APC (and PDP), two parties now facing existential challenges of their own as some of us had prophesied or warned, was that they were dumb to ignore our commonsensical reasoning since June 2015 and will pay for their dumbness on 25th February 2023. 

And they better not attempt to steal Obi's victory as they had stolen other things.

Obi is a credible South-Easterner for President of Nigeria and he will receive the over 50 million votes I spoke about repeatedly since 2021. 

If Obi was not credible, not even I would today be talking about South-East. Femi Okunrounmu and other supporters of South-East for President of Nigeria have remained steadfast in their support largely because of credibility of the person of Obi. 

It is important to make that point as the underlying reason for the emphatic "must" by Okunrounmu and the best hope for Nigeria's survival after Buhari's quite nightmarish presidency. 

Nigeria simply has nothing to hope for with Atiku and worst of all the man with a dubious name and dubious everything else. Nigeria would terminate with either of the two. That much is clear to even the dumb. 

Of course, that is what some people want for which they are supporting "Tinubu" or Atiku, but no true Nigerian patriot and nationalist can want Nigeria to terminate.

NATIONAL BROADCAST BY HIS EXCELLENCY MUHAMMADU BUHARI, PRESIDENT, FEDERAL REPUBLIC OF NIGERIA ON THE CHALLENGES OF THE CURRENCY SWAP AND STATE OF THE NATION, ON 16th FEBRUARY, 2023

NATIONAL BROADCAST BY HIS EXCELLENCY MUHAMMADU BUHARI, PRESIDENT, FEDERAL REPUBLIC OF NIGERIA ON THE CHALLENGES OF THE CURRENCY SWAP AND STATE OF THE NATION, ON 16th FEBRUARY, 2023

My Dear Compatriots,

          I have found it necessary to address you today, on the state of the nation and to render account on the efforts of our administration to sustain and strengthen our economy, enhance the fight against corruption and sustain our gains in the fight against terrorism and insecurity which has, undoubtedly, been impacted by several internal and external factors.

2.      Particularly, I am addressing you, as your democratically elected President, to identify with you and express my sympathy, over the difficulties being experienced as we continue the implementation of new monetary policies, aimed at boosting our economy and tightening of the loopholes associated with money laundering.

3.      Let me re-assure Nigerians, that strengthening our economy, enhancing security and blockage of leakages associated with illicit financial flows remain top priority of our administration. And I shall remain committed to my oath of protecting and advancing the interest of Nigerians and the nation, at all times.   

4.      In the last quarter of 2022, I authorised the Central Bank of Nigeria (CBN) to redesign the N200, N500, and N1000 Nigerian banknotes.

5.      For a smooth transition, I similarly approved that the redesigned banknotes should circulate concurrently with the old bank notes, till  31 January 2023, before the old notes, cease to be legal tender.  

6.      In appreciation of the systemic and human difficulties encountered during implementation and in response to the appeal of all citizens, an extension of ten days was authorized till 10th February, 2023 for the completion of the process. All these activities are being carried out within the ambit of the Constitution, the relevant law under the CBN Act 2007 and in line with global best practices.

7.      Fellow citizens, while I seek your understanding and patience during this transient phase of implementation, I feel obliged to avail you a few critical points underpinning the policy decision. These include:

a.           The need to restore the statutory ability of the CBN to keep a firm control over money in circulation. In 2015 when this administration commenced its first term, Currency-in-Circulation was only N1.4trillion.

b.           The proportion of currency outside banks grew from 78%in 2015 to 85% in 2022. As of October 2022, therefore, currency in circulation had risen to N3.23 trillion; out of which only N500 billion was within the Banking System while N2.7 trillion remained  permanently outside the system; thereby distorting the financial policy and efficient management of inflation;

c.           The huge volume of Bank Notes outside the banking system has proven to be practically unavailable for economic activities and by implication, retard the attainment of potential economic growth;

d.           Economic growth projections make it imperative for  government to aim at expanding financial inclusion in the country by reducing the number of the unbanked population; and  

 

e.           Given the prevailing security situation across the country, which keeps improving, it also becomes compelling for government to deepen its continuing support for security agencies to successfully combat banditry and ransom-taking in Nigeria

 

8.      Notwithstanding the initial setbacks experienced, the evaluation and feedback mechanism set up has revealed that  gains have emerged from the policy initiative.

9.      I have been reliably informed that  since the commencement of this program, about N2.1 trillion out of the banknotes previously held  outside the banking system, had been successfully retrieved.

10.    This represents about 80% of such funds. In the short to medium and long terms, therefore, it is expected that there would be:

a.   A strengthening of our macro economic parameters;

b.   Reduction of broad money supply leading to a deceleration of the velocity of money in the economy which should result in less pressures on domestic prices;

c.   Lowering of Inflation as a result of the accompanying decline in money supply that will slow the pace of inflation;

d.   Collapse of Illegal Economic Activities which would help to stem corruption and acquisition of money through illegal ways;

e.   Exchange Rate stability;

f.     Availability of Easy Loans and lowering of interest rates; and

g.   Greater visibility and transparency of our financial actions translating to efficient enforcement of our anti- money laundering legislations.

11.    I am not unaware of the obstacles placed on the path of innocent Nigerians by unscrupulous officials in the banking industry, entrusted with the process of implementation of the new monetary policy. I am deeply pained and sincerely sympathise with you all, over these unintended outcomes.

12.    To stem this tide, I have directed the CBN to deploy all legitimate resources and legal means to ensure that our citizens  are adequately educated on the policy;  enjoy easy access to cash withdrawal through availability of appropriate amount of currency; and ability to make deposits.

13.    I have similarly directed that the CBN should intensify collaboration with anti-corruption agencies, so as to ensure that any institution or person(s) found to have impeded or sabotaged the implementation should be made to bear the full weight of the law.

14.    During the extended phase of the deadline for currency swap, I listened to invaluable pieces of advice from well meaning citizens and institutions across the nation.

15.    I similarly consulted widely with representatives of the State Governors as well as the Council of State. Above all, as an administration that respects the rule of law, I have also noted that the subject matter is before the courts of our land and some pronouncements have been made.

16.    To further ease the supply pressures particularly to our citizens, I have given approval to the CBN that the old N200 bank notes be released back into circulation and that it should also be allowed to circulate as legal tender with the new N200, N500, and N1000 banknotes for 60 days from February 10, 2023 to April 10 2023 when the old N200 notes ceases to be legal tender.

17.    In line with Section 20(3) of the CBN Act 2007, all existing old N1000 and N500 notes remain redeemable at the CBN and designated points.

18.    Considering the health of our economy and the legacy we must bequeath to the next administration and future generations of Nigerians, I admonish every citizen to strive harder to make their deposits by taking advantage of the platforms and windows being provided by the CBN. 

19.    Let me assure Nigerians that our administration will continue to assess the implementation with a view to ensuring that Nigerians are not unnecessarily burdened. In this regard, the CBN shall  ensure that new notes become more available and accessible to our citizens through the banks.

20.    I wish to once more appeal for your understanding till we overcome this difficult transient phase within the shortest possible time.

21.    Fellow citizens, on the 25th of February, 2023 the nation would be electing a new President and National Assembly members. I am aware that this new monetary policy has also contributed immensely to the minimization of the influence of money in politics.

22.    This is a positive departure from the past and represents a bold legacy step by this administration, towards laying a strong foundation for free and fair elections.

23.    I urge every citizen therefore, to go out to vote for their candidates of choice without fear, because security shall be provided and your vote shall count.

24.    I however admonish you to eschew violence and avoid actions capable of disrupting the electoral processes. I wish us all a successful General Elections.

Oyedepo who spoke during the ongoing prayer and fasting organized for peaceful and credible polls, said the spiritual exercise would bring change to the nation.

The popular clergy also prayed against any outbreak of war in the country, saying the country shall not “experience war”.


He said, “Watch out, a new Nigeria emerges. Majority of Nigerians believe there is no way to change Nigeria. Including Church people, including pastors. They just believe it is over.

A few hours after the Supreme Court adjourned the currency redesign case today, The Cable, a respected publication, published what it described as an exclusive story regarding the intentions of the Federal Government on the matter.

Malam Nasir El-Rufai would like to clarify that The Cable has been misled by its sources on this issue. There has been no meeting this week between the FG and either the Nigerian Governors’ Forum (NGF) or the Progressive Governors Forum (PGF), not to talk of one lasting till the wee hours of today, Wednesday, 15 February 2023.

Rather, senior officials of the FG reached some governors, including Malam Nasir El-Rufai, on phone to initiate discussions on a possible out of court settlement. The terms they proposed were to allow only the old N200 note to remain legal tender and be circulated by the CBN till 10 April 2023. They claimed that the CBN had already destroyed the old N500 and N1000 notes that had been deposited, but that those persons who still held the old notes could redeem them up to 10 April 2023.

These were not considered as serious proposals, for obvious reasons. Circulating the old N200 notes alone would not be sufficient to relieve widespread human suffering in Kaduna State, and indeed in Nigeria today.They knew that and that is why they falsely claimed that the CBN had already destroyed the old N500 and N1000 notes. This is contrary to the fact available to the governors to the effect that the old notes were in the custody of commercial bank branches throughout Nigeria until the evening of Monday, February 13, and not a single N500 or N1000 had been destroyed.

It is also a non-starter to insist on a new cut off date without first assuring that sufficient new notes would have been printed and circulated. Information available to the governors also indicates that the Mint will need at least 12 months to print the minimum amount of N1 trillion needed to ensure a functioning trade and exchange environment in Nigeria.

The tabling of false facts, inadequate solutions to the sufferings of our people, and the bad faith that some of the FG negotiators displayed in our phone conversations and chats have now been taken further in leaking a false account and context to a respected medium. The plaintiff governors rejected the draft proposal as insincere, and invested our hopes in the Supreme Court of Nigeria.

Malam Nasir El-Rufai will be addressing the people of Kaduna State on this currency redesign mess, the consequences of the extension of the injunction of the Supreme Court of Nigeria, and related matters tomorrow. But the Kaduna State Government feels it is important tonight not to allow an exclusive falsehood to stand, or even gain the slightest traction. This statement is therefore issued to put the records straight.

LET US KEEP CALM AND MAINTAIN THE PEACE

I am saddened by reports  of violent protests in parts of our country today especially in Delta, Oyo, Kwara and Edo states. In Delta, there were reports of arson and destruction of bank branches. 

I sympathise with all Nigerians who are going through the pains of not being able to get money from banks and ATM points to meet their basic daily needs. I also sympathize with the banks for being victims of the CBN currency redesign policy.

Be rest assured that this  phase will soon pass away as our governments at both the federal and state levels  are working to surmount the current challenges.

With the Supreme Court reaffirming its order of 8 February on monetary authorities to allow the old and new Naira notes to circulate together, I believe a solution is right on the way and the scarcity of Naira notes will soon be over.

I am happy to note the various measures being put in place by many of our Governors to cushion the effect of the scarcity of Naira on households. 

I want to appeal to our young people not to take law into their hands through destructive protests. 

We feel your pains and frustration but destroying lives and properties will not solve any problem.

Rather, it will only complicate the crisis we have on our hands.

We must keep the peace and remain calm. 

Let us not be provoked. Instead, let us cooperate with the government in seeking immediate and lasting solution. 

This difficult time shall soon be over. We must keep hope alive as we move forward to a better, stronger and more prosperous Nigeria of our dream.

SANWO-OLU WARNS AGAINST REJECTION OF OLD NOTES 

The Lagos State Government wishes to put on record the patience and calmness of Lagosians following the controversy generated by the Naira shortage crisis.  

The State Government has joined the dispute at the Supreme Court, which today adjourned the hearing of the matter till February 22. When the matter first came up on February 8, the apex court said the old notes remained legal tender. 

That position has not changed. The State Government hereby warns those rejecting the old notes to desist from doing so or face prosecution. It is against the law to reject the old notes as doing so is contrary to the position of the Supreme Court. 

Governor Sanwo-Olu urges Lagosians to remain law-abiding and shun mischief makers who may exploit this temporary situation to promote their anti-people agenda. He is confident that the Judiciary will resolve all the issues around the currency shortage crisis.  

To cushion the effect of the Central Bank of Nigeria (CBN) directive on the old notes, especially on the vulnerable among us, Lagos State has started the distribution of the food packs promised by the Governor. The 50% fares slash on all State transportation facilities continues, as directed by Mr. Governor.

A mob of angry youths in the Mbukpa neighbourhood of Calabar South LGA of Cross River State on Wednesday invaded the divisional police station on Mbukpa Road over alleged police brutality that led to the killing of a young man by officers from the station.


Pius Akpan, who witnessed the incident near a petrol station on Mbukpa road at the weekend, told DAILY POST the victim was kicked and hit severally with gun butt by a team of policemen.

“He was beaten black and blue and eventually they shot him to death,” said Akpan who claimed no one is aware of the offence committed by the yet-to-be-identified victim.


A youth leader in the area, Effiom Effiom said the Mbukpa Police Station had called for reinforcement when it became obvious that trouble was brewing as the number of angry youths around the station increased.


The reinforcements, arriving in the nick of time, repelled the angry youths and barricaded the station.

Cross River State Police PRO, Irene Ugbo could not be reached for comments due to poor network signals.

Protests on Tuesday rocked the Udu road area of Delta State, resulting in the death of two persons and the burning of two commercial banks over naira scarcity.

DAILY POST gathered that protesters went on a rampage destroying and vandalising First, Access and Union commercial banks’ assets at the Express Junction, Udu road, Delta State.

In a chat with DAILY POST, Mrs Bredjor Okoro, an eyewitness, said two persons had been killed and several others injured due to the protest.


She informed DAILY POST that angry protesters had burned down three banks.

“Everywhere is on fire; First, Union and Access Banks buildings were burnt down by protesters over the naira crisis. At the moment, two people have been killed from trail bullets by Police officers deployed to contain the situation”, she stated.

However, when DAILY POST contacted the Delta State Police Command Public Relations Officer, Mr Bright Edafe, he denied claims that two people were killed during the protest.

“Yes, there was a protest in the Udu road area of Delta State. Our men were deployed immediately, and normalcy is returning to the place.


He added, “two commercial banks, Access and Union Banks, were burnt down and two Corolla Vehicles were burnt down”.

Justice John Okoro who led seven-man panel ordered them to amend their processes to be heard as one as Edo and Bayelsa have filed to be joined as respondents

Blueprint had reported that three states filed the suit against the Federal Government seeking a restraining order to stop the full implementation of the naira redesign policy of the Central Bank of Nigeria.

With less than two weeks to the presidential election, a highly placed Northerner, who did not want his name mentioned told Daily Sun newspaper that the presidential candidate of the All Progressives Congress (APC), Asiwaju Bola Ahmed Tinubu, was the choice of many Northerners but the situation has changed because of his health.

He lamented that the Northerners are that a Tinubu Presidency may be a repeat of the early years of Buhari’s administration, which witnessed a lot of challenges, owing to the ill-health of the president.

Speaking during the interview with The Sun Newspaper, the northerner said: “Asiwaju wormed his way into the hearts of many northerners immediately after he won his party’s primaries but lost a lot of grounds when he appeared not physically fit enough.

“Tinubu before now was the automatic choice of many northerners who considered him a friend to the North but the situation has changed because Nigeria must get it right now.”

A goalkeeper has tragically died from a heart attack seconds after saving a penalty.

The stopper’s side were leading 2-1 when the opposition were awarded a spot-kick early in the second half, The SUN reports.

It was gathered that he however managed to keep his team’s advantage as he correctly dived the right way to save the penalty.


But straight after celebrating, the footballer collapsed onto the turf in front of shocked players and the crowd.

Medics raced to the field to try to save the star as emergency services rushed to the scene.

However, Espeel was pronounced dead in the hospital.

The match, which was in the seventh tier, was abandoned.

The heartbreaking scenes unfolded in front of Espeel’s watching parents and his brother Aaron, who was on the subs’ bench for Winkel Sport.

A club statement after the tragic incident read, “Arne has played for us since he was a kid, and everybody really liked him.

“It’s impossible to understand how something like this could happen to someone so young.
“He had been a completely healthy young lad before,” Winkel sporting director Patrick Rotsaert said, adding, “This is a disaster and a shock for us all.”

He said Arne was a lovely guy, and always ready to help others, describing the goalkeeper’s death as a bitter blow for the family and the entire club.

Winkel’s sister club, Eendracht Hooglede, said, “We were horrified to learn of Arne Espeel’s death.

THE Ikeja area of Lagos State witnessed traffic logjam this Saturday afternoon when hundreds of anti-Bawa activists of the Coalition of Anticorruption Organizations spread out in their numbers along the busy Alausa-Obafemi Awolowo Way chanting “Bawa Must Go” with placards condemning the EFCC chairman’s penchant for disobeying Court orders.

The crowd was vehement in demanding for the removal of Abdulrasheed Bawa as chairman of the Economic and Financial Crimes Commission. EFCC.

Led by Dr. Kolawole Sanchez-Jude,  Comrade Declan Ihekaire, Barr. Cletus Okedube, Barr. Johnson Areola, Barr. George Sanda, Comrade Femi Lawson and a host of other notable activists, the protest was well-coordinated with Police presence to forestall the protest from being hijacked by hoodlums.

“The EFCC cannot continue to dehumanise Nigerians on the pages of newspapers, based on unverified political investigations and without proving their case beyond reasonable doubt in a competent court.

The fixation of the EFCC boss on certain individuals and institutions when grievous petitions capable of bringing the economy down are left unattended, gives the anti-corruption war, under the leadership of Mr. Bawa, a dangerously political colouration.

It has become a tool used to distract perceived political opponents of certain powerful interests with all manner of unfounded embarrassments promoted in both the conventional and social media

We have authoritative information that the EFCC has been intimidating the media not to cover stories that are unfavorable to the Commission. We call on stakeholders in the Nigerian project to call them to order.

The monarch was heard telling the residents that they must vote APC if they want to keep living and doing businesses in the community.

 The Baale of Gbara in Jakande, Eti-Osa Local Government Area of Lagos State has threatened to deal with residents if they failed to vote the ruling All Progressives Congress, which he described as his party.

In a leaked audio, the monarch was heard telling the residents that they must vote APC if they wanted to keep living and doing businesses in the community.

“The people that will be friend with us are those with PVC, the people that will be doing business and making profit here will only be the people that have their PVCs and are willing to vote for our party, APC, nothing short of that,” the monarch said during a cabinet meeting held on Monday, January 30, 2023.

“If you have any other party in mind, as a Nigerian, I’m not holding you, just make sure you are far away from Igbara. Just give gap very well from Igbara. If you want to vote LP, you want to vote PDP, no be here.

“This one is a directive, as I’m talking to you, even my being a person is at stake. The status of my children is at stake. So I won’t allow you to jeopardiSe my future and that of my children.”

Although Nigeria runs a presidential system, it still retains monarchs of the various ethnic groups that make up the country.

The traditional rulers no longer exercise sovereignty but only ceremonial powers.

However, they remain a potent moral force with grassroots validity among their subjects.

In 2015, Oba of Lagos, Rilwan Akiolu, threatened the Ndigbo community in Lagos with death if they vote for the then Peoples Democratic Party (PDP) candidate, Jimi Agbaje.

Akiolu insisted that Igbo residents in the state should cast their votes for the governorship candidate of then APC gubernatorial candidate, Akinwunmi Ambode, or “perish inside the lagoon”.
